Can I send money to or request money from a person who does not have TWINT?

Yes, you can send up to CHF 100 to a person that does not yet have TWINT. The recipient will subsequently receive an SMS containing the relevant information. The amount will be reserved for 4 days and automatically credited to the recipient once they have successfully registered. Should this person not successfully register with TWINT within four days, you will be refunded the money.

You can also request money from a person that does not yet have TWINT, provided that the person has a Swiss mobile phone number. The request will remain valid for 4 days and the counterparty will receive an SMS containing the relevant information in this instance, too.
